Director Robert Lewis and LA LAFCO Executive Director Paul A. Novak, AICP.Rowland Water District’s (RWD) Division 4 Director, Robert Lewis, has been elected to the board that oversees land planning and municipal service reviews across Los Angeles County.

Lewis will serve as the Special Districts Representative on the Board of Commissioners for the Los Angeles County Local Agency Formation Commission (L.A. LAFCO). His term begins on March 8, 2023, and ends on May 4, 2026.

As a voice for L.A. County special districts, Lewis will offer a unique insight as to how public agency services are administered and provide guidance on potential changes to public agency service area boundaries.

“Director Lewis will bring exceptional knowledge, experience and perspective to his role on the L.A. LAFCO Board,” said RWD Board President Szu Pei Lu-Yang. “His commitment to providing the best possible service to our local community will add to the strength of this regional governing body.”

With 30 years of service on the RWD Board, Lewis is the longest-serving Director. He represents RWD on the Association of California Water Agencies (ACWA) Region 8 Committee, the Regional Chamber of Commerce of San Gabriel Valley, Government Affairs Committee., and is also a Commissioner on the Puente Basin Water Agency, a Joint Powers Authority between Rowland Water District and Walnut Valley Water District.

“I am honored to have the opportunity to serve on the L.A. LAFCO Board of Commissioners,” Lewis said. “I intend to use my position to continue to guide efficient service regionally, in our community and for our customers.”

L.A. LAFCO is responsible for increasing service efficiencies for public agencies and preserving open space by curbing urban sprawl. L.A. LAFCO supports 88 cities, 137 special districts, and the county to ensure the effective delivery of municipal services to a population of nearly 10 million.
