March 1, 2022 – Rowland Water District’s new Assistant General Manager Dusty Moisio transformed himself from meter reader to organizational leader, a career trajectory that parallels the agency in its growth of culture and vision, one that embraces tackling any challenges that arise in the work of providing safe, reliable water to roughly 62,000 people every day.

Moisio was appointed to Assistant General Manager in January 2022, and works directly with General Manager Tom Coleman to plan District initiatives and agency direction while also overseeing day-to-day operations. Moisio joined the District in 1997, inspired by a family friend and Rowland employee, former General Manager Tony Poli. Over the years, Moisio pursued opportunities to expand his role and contribute to the delivery of high-quality water and dependable service while supporting his family.

“Rowland has matured as an agency, breaking down departmental silos and boundaries and embracing successful business initiatives such as strategic planning, information sharing, advanced technology, and forward-thinking that all directly contribute to being the best water agency we can be for our customers,” Moisio said.

During Moisio’s tenure at Rowland, the agency has invested in technology such as geographic information system (GIS) and the Reservoir Control System (RCS), which saves water by eliminating the need to flush the system after water sits in reservoirs for an extended period.

“Dusty and some of his colleagues did the research and pitched the idea of investing in the RCS, which assures continued water quality once imported water enters our system,” Coleman said. “He saw the need, had the data, and put the plan into action. Those are among the qualities that made him an ideal choice for this leadership position.”

Moisio worked in Customer Service, Distribution Maintenance, System Operations, and Water Resources. He was Water Systems Supervisor and, most recently, Director of Operations. In 2013, while working as the Water Resources Technician, the District was named Recycled Water Agency of the Year by the WateReuse Association’s California Section, largely because of Moisio’s efforts to expand the recycled water system.

He is certified through the State Water Resources Control Board for Water Distribution Grade 5 and Water Treatment Grade 2 and holds certifications from the American Water Works Association (AWWA) as a Cross-Connection Control Specialist. Moisio is a member of AWWA, California WateReuse, and serves as a board member on the Southern California Water Utility Association (SCWUA). Moisio lives in La Verne with his wife and two children.
