March 20, 2025 — Rowland Water District (RWD) recently earned the H.R. LaBounty Safety Award for its commitment to safety, receiving recognition during the December ACWA JPIA Membership Summit. The award highlights RWD’s creative approach to occupational safety through a customized ergonomic desk solution for its staff.
Casey Hayes, Facility Maintenance at RWD, engineered a customized standing desk for the District. Through a partnership with the desk vendor, he modified the desk’s top, legs, and motor to enhance ergonomic support and comfort. The result significantly reduced strain on the eyes, neck, shoulders, back, hands, and wrists—improving posture and boosting productivity for staff.
“I’m proud that my contributions were recognized in such a meaningful way and hope that my team is happier and more comfortable at work,” said Hayes.
The H.R. LaBounty Safety Award Program promotes safe workplace practices among all JPIA members by recognizing employees who take proactive measures and reduce risks. By minimizing workplace injuries, the District can secure better insurance rates and avoid costly lawsuits—ultimately passing those savings on to its ratepayers.
“Casey’s innovation reinforced our commitment to workplace safety. Motivated by positive change, he created a practical, lasting solution to benefit the team,” said RWD Compliance and Safety Manager Elisabeth Mendez.
The Fall 2024 ACWA JPIA Membership Summit, held December 2–3 at the J.W. Marriott Desert Springs Resort & Spa in Palm Desert, included 19 nominations from 16 member organizations. In total, 22 employees and four departments were recognized for their contributions during the awards ceremony. Award recipients were also featured in JPIA Source, the quarterly newsletter highlighting safe work practices for all JPIA members.
ACWA JPIA (Association of California Water Agencies Joint Power Insurance Authority) is a risk-sharing pool for property, liability, workers’ compensation, and employee benefits for nearly 400 member agencies throughout California.
